The Copenhagen Manual Community
The Copenhagen Manual Community represents a diverse and expanding group of public sector decision makers, NGOs, civil servants, innovation consultants, survey experts, statisticians, communications specialists and scholars. We share the belief that public sectors around the globe face numerous challenges that require innovation, but the lack of comparable innovation data should not be one of them.
Based on our own experience we developed the Copenhagen Manual to lend a helping hand for those who, like ourselves, are in a position to further data-informed strategies for public sector development or who have been given the responsibility for preparing, analysing or communicating surveys on public sector innovation.

If you are currently in the process of planning or conducting a nationwide public sector innovation survey, we would like to invite you to join our community.
What we ask of you is to share your experience.
What we offer is a platform for sharing that experience: innovationbarometer.org. There is no membership fee or ongoing mandatory activities.
If you would like to join, please send an email of no more than 300 words answering these five questions:
- What will your project be called?
- How do you intend to use the data collected?
- Will you take international comparisons into account?
- Who and how many in the public sector will receive a questionnaire? When?
- Who do you collaborate with?

Our history The Copenhagen Manual is the result of a 12-month co-creation process. A kickoff seminar was held in Copenhagen in November 2019. Since then all discussions have taken place online due to COVID-19. All nine owners of the five Nordic Innovation Barometers are co-initiators of the Copenhagen Manual. The Nordic Council of Ministers provides financial support for the Copenhagen Manual. The OECD Observatory of Public Sector Innovation generously provided a place to meet in Paris in 2018 and 2019, which gave the Nordic initiators two excellent opportunities to share their experience and plans with a like-minded audience. The Danish National Centre for Public-Private Sector Innovation (CO-PI) serves as the project secretariat and currently hosts innovationbarometer.org |
